Years after United Parcel Service and Federal Express refuted the rationale for a monopolistic and inefficient U.S. Postal Service, statutes and criminal penalties (!) continue to shield half of the agency’s mail volume against competition from private carriers. Meaningful reform was absent from the Postal Reform of 2006, and may not occur until the Postal Service comes to the brink of collapse.
