Rules for Preventing Conflicts between Drones and Other Aircraft

How best to avoid airspace conflicts in the age of drones? One approach is to make drones responsible for avoiding all other aircraft, manned and unmanned alike, a simple rule change that would make the air-traffic control system more decentralized.
