Contra Brooks, the Barnett-Saliba-Walker analysis was not intended to justify the governments acting as a payer-of-last-resort. A totally free market in kidneysone without government subsides and without the prohibition of sale and purchase of kidneys, but also without other currently imposed supply-restricting interventionswould meet Brookss efficiency concerns and would be more equitable than the current system.
