Bureaucracies have been the indispensable means by which governments have run roughshod over innocents, as thinkers as diverse as Arendt, Hayek, Kafka, and Orwell have recognized. Conformity, irresponsibility, moral relativism, ruthless opportunism and sadism are the predictable outcomes of government bureaucracy, which itself grows out of the politicization of society.
