The Luddites of today don’t necessarily oppose technology per se, but they do worry that labor-saving software and automation will harm lower-income workers. Although “skill-biased technological change” has contributed to a rise in income inequality since the early 1980s, innovations will deliver net benefits to the less affluent so long as the state’s capacity for mischief is constrained.
