Sr. Fellow Stephen Halbrook, author of The Right to Bear Arms: A Constitutional Right of the People or a Privilege of the Ruling Class? speaks about the origins of the Second Amendment, and also when the right to carry firearms started to ebb. In some states, a permit isn't needed to carry a firearm. Halbrook says more states may soon allow Constitutional carry, meaning no permit is needed.
