Free Parking versus Free Markets
By Daniel B. Klein
This article appeared in the Fall 2006 issue of The Independent Review

Abstract

In The High Cost of Free Parking (2005), Donald Shoup shows that, like freeways and free schooling, free parking isn’t cheap. The huge and often hidden costs, he argues, could be greatly reduced through a policy of radical decentralization, in which newly created local parking districts would use parking revenues to fund district improvements.
