In The High Cost of Free Parking (2005), Donald Shoup shows that, like freeways and free schooling, free parking isnt cheap. The huge and often hidden costs, he argues, could be greatly reduced through a policy of radical decentralization, in which newly created local parking districts would use parking revenues to fund district improvements.
