Does Pay-for-Performance Work?

Does it make sense to pay the doctor more if the results are better? Common sense would suggest so, but experience does not bear that out. Aaron Carroll has an excellent review of the literature—hardly any of it positive—at The Upshot (NYT blog). He even goes so far as to say:

“It would be a tragedy if pay for performance wound up doing more harm than good.”
