If we can assume that a present administrations has the power to persecute a previous administrations of presumed miss doings—and thus skirt the impeachment clause—why not hold the Kennedy administration for the consequences of the “Community Mental Health Centers Act of 1963″? This act caused the drug and homeless explosion in this country during the last fifty years.
