June O’Neill is Professor of Economics and Finance and Director of the Center for the Study of Business & Government at Baruch College, former Director of the U.S. Congressional Budget Office, and a Member of the Board of Advisors for both the Independent Institute and its quarterly journal, The Independent Review: A Journal of Political Economy. She received her Ph.D. in economics from Columbia University.
Professor O’Neill has been Vice President of the American Economic Association, Member of the National Bureau of Economic Research, Chair of the Board of Scientific Counselors at the National Center for Health Statistics, Director of the Office of Policy and Analysis at the U.S. Commission on Civil Rights, Program Director and Senior Research Associate at the Urban Institute, Chief of Human Resources Cost Estimates in the Congressional Budget Office, Member of the President’s Council of Economic Advisors, Research Associate in Economic Studies at the Brookings Institution, and Instructor in Economics at Temple University.
A contributor to many scholarly volumes, her books include Child Poverty and Welfare Reform: Stay the Course (with Sanders Korenman), Lessons for Welfare Reform: An Analysis of the AFDC Caseload and Past Welfare-to-Work Programs (with Dave O’Neill), Affirmative Action Revisited (edited with H. Orland), Work and Welfare in Massachusetts: An Evaluation of the ET Program, Human Resources and Income Distribution (with Barry Chiswick), and Resource Use in Higher Education: Trends in Output and Inputs of American Colleges and Universities, 1930-1967. She is also the author of numerous scholarly articles in such journals as the European Journal of Political Economy, Journal of Policy Analysis and Management, Eastern Economic Journal, Journal of Human Resources, Journal of Labor Economics, Journal of Labor Research, Journal of Economic Perspectives, Review of Economics and Statistics, Social Philosophy and Politics, National Tax Journal, Contemporary Policy Issues, American Economic Review, and Journal of Contemporary Business.
Her popular articles have appeared in the Wall Street Journal, New York Sun, Policy Review, American Enterprise, Newsday, and Economic Times.
She has also testified before the U.S. Joint Economic Committee, U.S. House Subcommittee on Ways and Means, U.S. House Subcommittee on Human Resources, U.S. House Subcommittee on Compensation and Employee Benefits, Congressional Women’s Caucus, and U.S. Senate Labor Subcommittee.
