For more than six decades, Cuba has endured the consequences of centralized economic control, political repression, and the erosion of civil institutions. While the exact timing of political change remains uncertain, the need to prepare for a future transition, one grounded in freedom, prosperity, and democratic governance, has never been more urgent.

Cuba’s Path to Freedom will bring together leading economists, legal scholars, and members of the Cuban exile community to develop a practical and evidence-based blueprint for Cuba’s post-communist transition. Participants will examine the institutional reforms required to restore the rule of law, rebuild civil society, and lay the economic foundations for a thriving and open society.

Conference discussions will address critical questions including:

  • Restoring democratic governance and constitutional order

  • Reestablishing property rights and addressing historical claims

  • Stabilizing Cuba’s monetary and financial system

  • Reviving entrepreneurship, private enterprise, and foreign investment

The panel will be moderated by Gabriel Gasave, and feature Ricardo Calvo, Carlos Mira, and Pablo Arosemena Marriott, who bring not only economic and policy expertise but also personal perspectives shaped by the realities of Cuban communism and its broader impact across the region. Their experiences offer a powerful reminder that debates over institutions, markets, and governance are not merely academic, they affect the daily lives, freedoms, and futures of millions of people.

Gabriel Gasave

Gabriel Gasave is a Senior Fellow at the Independent Institute, director of its Center on Global Prosperity, and editor of its Spanish-language site ElIndependent.org. He has studied political science at Lock Haven State College in Pennsylvania, and received his master degree in economics and business administration and his law degree from the University of Buenos Aires. He has taught economics and law at the Argentina Chamber of Commerce, University of Buenos Aires, and Instituto Ecuatoriano de Economía Política. In addition, Mr. Gasave has been Academic Secretary for ESEADE, commentator on Cable Channel Política and Economía, and columnist for Impuestos Magazine.

Ricardo E. Calvo MD, PhD

Ricardo E. Calvo is a child neurologist and a former electrical engineer. Born in Havana, Cuba, he earned his PhD in electrical engineering before transitioning to medicine, completing his MD and specializing in pediatrics and child neurology. Board-certified in both fields, he has practiced at leading institutions, contributed to academic research, and holds a U.S. patent. Now a consultant in Texas, he also studies Cuba’s political and economic future.

Carlos Mira

Carlos A. Mira is an Argentine lawyer, journalist, and political commentator specializing in economic and public policy analysis. He holds a law degree from the University of Belgrano and studied journalism at the University of Salvador, with additional studies in economic administration at the University of California, Santa Barbara. Mira has more than three decades of experience in media as a radio host, television commentator, and columnist. He is the host of the long-running radio program Mira Quién Habla and a contributor to major Argentine outlets including La Nación, El Cronista, and Infobae. He is also editor of the digital publication The Post. He is the author of several books on politics and economics, including La Idolatría del Estado (2009), and has received multiple awards recognizing his contributions to journalism and the promotion of free-market ideas.

Pablo Arosemena Marriott

Pablo Arosemena Marriott holds a PhD in Economics from ESEADE and a Master’s degree in Finance from Adolfo Ibáñez University and ESADE. He also earned a Master’s in Political Action from Francisco de Vitoria University. Arosemena is a Young Global Leader of the World Economic Forum and an entrepreneur with experience in the solar energy, consulting, real estate, and retail sectors. He previously served as Governor of Guayas Province and as Ecuador’s Minister of Economy and Finance. He is currently Director of the Eureka Center for Entrepreneurship and Innovation at UEES.
