Abstract

Governments prohibit drug use not only for the reasons usually stated, but also because prohibition expands police powers, creates enticing campaign rhetoric and can attract foreign aid. Therefore, although criticism of worldwide drug prohibition is on the rise, don’t expect retrenchment anytime soon.
