A Tale of Two Labor Markets

Whereas unemployment in the United States has risen and fallen with the business cycle, in Europe it has crept steadily upward in recent decades. Although the economic reasons for this trend are easily explained by reference to European labor policies, the reasons why such policies have been maintained or even augmented are not so obvious.
