Antitrust and the Commons: Cooperation or Collusion?

Overgrazing and overfishing are risks often associated with natural resources owned in common. Entrepreneurs who have attempted to solve such problems through voluntary associations have often run afoul of antitrust authorities for alleged “anti-competitive collusion”—charges that have scared off a wide range of private approaches to conservation.
