Lock ’em Up!
By Robert Higgs
This article appeared in the Fall 1999 issue of The Independent Review

Abstract

Virtually all the growth of the federal inmate population since 1988 has resulted from the addition of drug offenders, yet drug usage hasn’t budged. If the War on Drugs marches on at its present pace, the prison population will overtake the total U.S. population in the 2080s.
