Property rights hold a hallowed position in Catholic social teaching, but Pope Francis’s 2015 encyclical fails to give them due consideration, especially in regard to environmental protection. This neglect is all the more regretful because a growing body of literature shows that various property-rights arrangements can empower communities to manage common pool resources in ways consistent with church doctrine.
