Hong Kong’s CyberPort: Do Government and High Tech Mix?

Abstract

Hong Kong’s CyberPort—a business development for information technology and services companies—illustrates some of the hazards of public-private ventures. Most notably, Hong Kong officials blundered not in their forward-looking aspirations, but in their antiquated assumptions about how knowledge is disseminated.
