Can Republicans reform anything? I’m not sure.

For a good chunk of the 20th Century, the Democratic Party was the party of reform. The Republican Party was the party of resistance. Democrats honed their skills on offense; Republicans on defense. Both parties got pretty good at doing what voters sent them to Congress to do.

But now the roles have changed. Republicans are the only party that has any realistic ideas reforming our schools, our tax system, our entitlements programs, our regulatory burdens, etc. The only problem is: they don’t seem to know how.
