Ebal Díaz is Minister Executive Secretary of the Cabinet of the Republic of Honduras, a Member of the Committee on Best Practices, and President of the Board of Directors of the Property Institute.

Between 2010 and 2014, he was the Head of Advisors of the National Congress, responsible for issuing legal and technical opinions on the bills presented before the legislation. Inside Congress, he headed the technical committee that drafted the legislation for the creation of the Zones of Employment and Economic Development (ZEDEs). In 2005 he became the Director of Regularization of the Property Institute, where he was responsible for issuing 70,000 titles in poor neighborhoods around the country.

Minister Diaz earned his law degree from the National Autonomous University of Honduras in 1997 and a Master in Public Law from the Central America Autonomous University of Costa Rica in 2004.
